Chandigarh, April 2 – Haryana Chief Minister Sh. Nayab Singh Saini has once again demonstrated prompt administrative functioning by initiating concrete steps to implement budget announcements on the ground within just one month of presenting the budget as Finance Minister. In this direction, the Chief Minister has instructed concerned departments to prepare detailed action plans to ensure timely and effective implementation of the announcements.
The Chief Minister today reviewed the progress of budget announcements in a meeting with administrative officials from the departments of Energy, Health, Revenue, Excise and Taxation, Cooperation, Development and Panchayats, Agriculture, Animal Husbandry, Fisheries, and Horticulture. During the meeting, he clearly directed that information regarding each budget announcement must reach the village level. For this, discussions should be held in Gram Sabha meetings, resolutions should be passed, and reports must be sent to the CMO office.
It was also informed in the meeting that Haryana is a leading state in the country where, along with the Bhavantar Bharpai Yojana (price deficit compensation scheme), farmers are provided insurance benefits under the Chief Minister Horticulture Insurance Scheme in case of natural disasters. Under this scheme, 46 types of fruit, vegetable, and spice crops are covered. Farmers are required to pay only 2.5 percent of the premium, while the remaining amount is borne by the government.
In his budget speech, the Chief Minister announced further relief for farmers by increasing the compensation amount under the Chief Minister’s Horticulture Insurance Scheme. Now, in case of crop damage due to natural disasters, compensation for fruit crops has been increased from ₹40,000 per acre to ₹50,000 per acre, while for vegetables and spices it has been increased from ₹30,000 per acre to ₹40,000 per acre.
It is noteworthy that the Chief Minister presented the 2026–27 budget in the Assembly on March 2, and within just one month, the review process of its announcements has already begun, reflecting the government’s commitment and efficiency.
During the meeting, the Chief Minister directed that meetings of all 775 Farmer-Producer Organisations (FPOs) in the state be convened, in which he will also personally participate. He said that, in line with the vision of Prime Minister Sh. Narendra Modi, farmers should work collectively in groups to ensure an increase in their income.
Officials informed in the meeting that the Central Government has set a target of establishing 10,000 FPOs across the country, under which Haryana was assigned a target of establishing 172 FPOs. Several of these have already been set up with the support of central agencies. The Chief Minister directed that these central agencies should also be invited to the proposed meetings to ensure coordinated and effective implementation of schemes in the interest of farmers.
The Chief Principal Secretary to the Chief Minister, Sh. Rajesh Khullar, Chief Secretary, Sh. Anurag Rastogi, Additional Chief Secretary of the Revenue and Disaster Management Department and Financial Commissioner, Dr. Sumita Misra, Principal Secretary to the Chief Minister, Sh. Arun Kumar Gupta, along with the administrative secretaries of various departments, were present in the meeting.
