QAA organises one-day seminar on NABL accreditation in Panchkula

Emphasis on strengthening laboratory quality and technical reliability

Chandigarh, February 11 – Chairperson, Quality Assurance Authority (QAA), Sh. Rajeev Arora, said that NABL-accredited laboratories are crucial in today’s technical and regulatory environment. He said that this accreditation formally confirms a laboratory’s technical competence, impartiality and compliance with international standards, thereby ensuring the reliability and accuracy of testing results.

The Quality Assurance Authority (QAA), Haryana, in collaboration with the National Accreditation Board for Testing and Calibration Laboratories (NABL), organised a one-day seminar and awareness programme in Panchkula. The programme is a result of the Memorandum of Understanding signed between QAA and NABL on December 3, 2025 in the presence of the Chief Minister of Haryana. The seminar was chaired by Sh.Rajeev Arora and attended by senior officers and technical representatives from various state government departments.

Accredited laboratories play a key role in quality management

Sh. Rajeev Arora said that accredited laboratories play a vital role in ensuring calibration accuracy, controlling measurement uncertainty, method validation, regular equipment testing, internal quality control and effective implementation of quality management systems. This helps reduce testing errors, enhances the reliability of reports, and enables technically sound decisions in public infrastructure projects.

Focus on developing NABL category laboratories in Haryana

The Chairperson said that QAA, in collaboration with NABL, will promote the development of NABL Plus category laboratories in Haryana to further strengthen the state’s quality assurance system. He said that the need to develop a strong network of accredited laboratories in sectors such as roads and buildings, bridges, water supply, sewerage, electrical infrastructure, agricultural testing, medical services and environmental monitoring.

He emphasised that accurate testing of cement, steel, concrete, soil, bitumen, water quality, wastewater, electrical equipment and air quality is essential for the safety and durability of public infrastructure.Accredited laboratories provide technical validation of testing processes, thereby reducing risks of structural failures, project delays, cost escalation, and quality-related disputes.

During the programme, NABL officers delivered technical presentations explaining the accreditation process, eligibility criteria, documentation requirements, quality management systems, measurement uncertainty, inter-laboratory comparison and proficiency testing. It was informed that NABL accreditation is granted for four years and includes annual surveillance audits,re-evaluation after two years,and re-accreditation upon completion.

Notably, the testing and calibration reports issued by NABL-accredited laboratories are accepted in more than 80 countries under international mutual recognition arrangements. Institutional mechanisms for training and capacity building are available, and a large number of laboratories across the country are already operating under this system.
