Chandigarh, April 28 – Haryana Chief Minister Sh. Nayab Singh Saini said that every department in the state should prepare year-wise timelines for the targets set up to 2030. He said that merely setting goals is not enough; it is equally important to achieve them on time and regularly review them so that the benefits of schemes directly reach the people.
Chief Minister Sh. Nayab Singh Saini was chairing a meeting related to the Swarna Jayanti Haryana Institute for Fiscal Management at the Civil Secretariat on Tuesday. During the meeting, various departments were reviewed regarding their 5-year implementation roadmaps.
On this occasion, the Chief Minister also launched the “Vision to Action Artificial Intelligence” planning tool. Director General of Swarna Jayanti Haryana Institute for Fiscal Management, Dr. Raj Nehru, informed the Chief Minister that the tool has been designed keeping the action plan in mind. Its objective is to ensure clarity in 5-year targets while generating uniform departmental reports. The tool will also help departments easily track their year-wise goals. In this way, Haryana will be able to contribute in a phased manner towards the goal of Viksit Bharat 2047.
During the meeting, officials from different departments presented their plans and proposed works from 2026 to 2030. They informed the Chief Minister about the schemes and initiatives planned over the next five years. Departments that presented their plans included the Industries and Commerce Department and the School Education Department.
Chief Minister Sh. Nayab Singh Saini said that the coming five years are extremely important, and if schemes are implemented properly, Haryana will make a significant contribution in achieving the goal of Viksit Bharat by 2047 and fulfilling the vision of Prime Minister Sh. Narendra Modi. He directed all departments to work in coordination with NITI Aayog of the Central Government and focus on reforms to ensure effective implementation of schemes for the maximum benefit of the people.
The Chief Minister said that time is limited, and goals are large, therefore all departments should work with strong planning. He also stressed the need to continuously monitor the ground-level impact of schemes within the stipulated timelines.
He said that all departments should work collectively, adopt innovative approaches and prepare in advance so that the pace of the state’s development can be accelerated further.
Directions Issued on Action Plan
Chief Minister Sh. Nayab Singh Saini, while issuing directions regarding the action plan, said that priorities for the next five years should be clearly defined and made measurable on a year-wise basis so that progress can be reviewed regularly. He said that all timelines should be realistic yet ambitious, and schemes should bring meaningful change at the grassroots level. The Chief Minister emphasized better inter-departmental coordination, clear accountability for targets, and the development of a strong monitoring mechanism to ensure effective and timely implementation of the action plan.
Education Department should work under the New Education Policy with the target of Vision 2047
During the meeting, officials of the Education Department also presented the department’s vision before the Chief Minister. On this occasion, the Chief Minister said that the department should work under the New Education Policy with the target of Haryana Vision 2047 so that desired goals can be achieved every year with full commitment. He stressed giving special focus to higher education to ensure quality and employment-oriented education for youth.
The Chief Minister said that under the New Education Policy, efforts should be made to bring universities in Haryana at par with prestigious institutions like IITs in terms of grading and quality standards so that high-quality education can be made accessible. He also directed special attention towards the beautification of universities. He announced that universities performing exceptionally well would be given grants of Rs. 5 crore each to improve educational standards.
The Chief Minister said that the Gross Enrollment Ratio in universities should reach 50 percent by 2047, against the current 31 percent. Under the NEP, modern culture colleges will be opened at every district level, and locations for these institutions have already been identified. Necessary campuses for these colleges will be developed by 2028. Similarly, 50 percent skill-based courses will also be introduced. He directed that all facilities and benefits under the education policy should be made available through a single portal to facilitate easier grading of colleges and universities.
Sh. Nayab Singh Saini said that under Haryana Vision 2047, special campaigns will continuously be conducted through the Labour Department to make children aware of their rights. Children should also be taken on educational visits to institutions, industries and centres at the local level from an early age to enhance their knowledge. He further stressed reducing the dropout rate of girls in higher education. Efforts should also be made to open schools for specially-abled children in every district.
The Chief Minister said that every school and college would be monitored monthly by senior officials. Necessary works would also be undertaken to strengthen civil infrastructure in educational institutions, including drinking water facilities, toilets, science labs and additional classrooms. He added that knowledge development among students would begin from Class 8 onwards to strengthen their skill capabilities.
The Chief Minister said that four new polytechnic institutes would be opened in the state to equip youth with technical education. Land has already been identified for institutes in Gurugram, Khedi Talwana in Mahendragarh and Naraingarh. Besides this, women would be encouraged to pursue technical education so that the technical skill participation rate among women could be increased from 17 percent to 33 percent.
Target set for over 5,000 new startup registrations and investment of Rs. 5 lakh crore
During the meeting, Industries and Commerce Department Commissioner and Secretary Dr. Amit Agrawal said that under “Haryana Vision 2047”, a comprehensive roadmap has been prepared to make the state a leader in industrial development, modern infrastructure and innovation. The vision aims to make Haryana a sustainable, inclusive and globally competitive industrial hub.
He said that the department has set targets till 2030 to strengthen the MSME and manufacturing sectors, improve the logistics system and promote green infrastructure. To strengthen the startup ecosystem, Startup Liaison Officers are being appointed in every district, and a target of more than 5,000 new startup registrations has been set.
To provide industries with simple and faster services, the Single Window System 2.0 will be implemented by May 30, 2026, which will reduce approval timelines by up to 50 percent. Simultaneously, emphasis is being laid on simplifying regulations to reduce compliance burden on MSMEs and further strengthen Ease of Doing Business.
Dr. Amit Agrawal said that the state government is developing modern and sustainable industrial infrastructure through cluster-based industrial development, the PADMA scheme, plug-and-play infrastructure and solar rooftop initiatives. Along with this, logistics, warehousing and multimodal connectivity are also being strengthened under the PPP model.
He said that to strengthen Haryana’s global identity, international roadshows, branding campaigns and investor summits will be organized, aiming to double exports by 2030.
To generate employment opportunities for youth, 100 skill centres will be established in collaboration with industries, focusing on training and placements. Additionally, digital marketplaces and online platforms will be developed for MSMEs to help them access national and international markets. The government is also implementing financial support schemes such as easy loans, credit guarantees, venture capital funds and tax incentives for MSMEs.
Industries and Commerce Department Commissioner and Secretary Dr. Amit Agrawal said that the state government has set a target of attracting nearly Rs. 5 lakh crore in investments by 2030. With the effective implementation of these initiatives, Haryana will achieve new heights in industrial growth, employment generation and global competitiveness.
During the meeting, Haryana Chief Secretary Sh. Anurag Rastogi, Principal Secretary to Chief Minister Sh. Arun Gupta, Home Secretary Sh. Sudhir Rajpal, Director General of Police Sh. Ajay Singhal and other senior officers were present.
